You can pick one up at either the Saugerties Town Hall at 4 High Street or the Saugerties Village Offices at 43 Partition Street or visit http://village.saugerties.ny.us/bikeroutes

Note that as of the time of this writing, the only Bike Route signs that are posted in Saugerties are the signs within the Village (Bike Route A).
